Soddy-Daisy parents charged after 4 kids found abandoned, cold and hungry

A man and a woman in Soddy-Daisy face four counts of aggravated child neglect charges after Soddy-Daisy Police found four children at Scramble Alley, a park behind City Hall in poor condition.

An affidavit obtained by NewsChannel 9 describes what happened Thursday afternoon.

It says a worker in City Hall was asked if he worked for the Soddy-Daisy Police Department, because "the lady said she needs some blankets for the four kids."


That worker spotted the kids, and noticed that they weren't dressed warmly, and a baby was not wearing a jacket, shoes or socks. Temperatures Thursday afternoon were in the 30s.

The affidavit continues, "It was determined that a babysitter was dropped off by her cousin, Jessica Taylor and the kids' father, Brookes Taylor and was told they would be back in a few minutes."

The babysitter told police she had no money for food, and did not have any food, milk or diapers. Nor did she have any form of transportation, according to the affidavit.

The affidavit says she told officers she was "called by a blocked number" and was told different stories by the parents.

Local firefighters and police officers "had to buy food, formula, clothing and diapers because all the children were soiled and starving," the affidavit continues.

The affidavit then says "the baby was blood red and shaking. She was so cold, children's services were called."

Police later arrested Jessica Taylor and Ivan Brookes Taylor and charged them with four counts of aggravated child neglect.

Child Protective Services placed all of the children together in another family member's home.
