Decommissioned Nashville Lieutenant Indicted on Rape Charges

Decommissioned Metro Police Lieutenant Curtis Watkins was taken into custody just before noon Friday on a Davidson County Grand Jury indictment returned that morning, charging him with raping a woman with whom he had a continuing six-year romantic relationship.

The three-count rape indictment accuses Watkins of having non-consensual sex with the alleged victim once in 2012 and twice in 2013. Watkins, 36, is being held on a bond of $100,000.

Watkins was decommissioned on January 27 and became the subject of investigations by both the police departments Sex Crimes Unit and Office of Professional Accountability after the 40-year-old alleged victim, who was in a relationship with Watkins from 2008 to 2013, contacted the department on the night of January 26 expressing serious concerns about him.

The woman subsequently met and/or spoke with Sex Crimes detectives on a number of occasions, during which she alleged that Watkins had non-consensual sex with her on three occasions during the time they were seeing each other.

The Office of Professional Accountability (internal affairs) investigation of Watkins is nearing completion. He is expected to be officially administratively charged with violating police department rules and regulations next week, for which he will face a disciplinary hearing with a potential sanction of termination.

Members of this police department deeply value the trust and confidence placed in us by Nashvilles citizens, Chief Steve Anderson said. Our commitment to the community absolutely required thorough criminal and administrative investigations of this employee while he was in a restricted assignment with no police authority. As reflected by the indictment and the administrative investigation, the MNPD took this matter very seriously.

Certainly, the public has our assurance that allegations against police employees will be investigated thoroughly and completely, Anderson added.

At the time of his decommissioning, Watkins was assigned to the Madison Precincts Investigations Unit. Since January 27, he had been restricted to a desk job at headquarters.

Watkins is a 15-year police department veteran who was promoted to sergeant in 2008 and lieutenant in 2013. He has no prior disciplinary infractions.

Watkins will be arraigned in Criminal Court in the near future.
