City of Lebanon Taking Action in Response to Alleged Internal Theft-Meagan O'Halloran

LEBANON- City leaders are taking steps to stop the theft of public money. Four former employees allegedly stole a total of 12 thousand dollars.

"It's disappointing that the tax-payers pay these people's salary and then they turn around and steal from the tax-payers" said Lebanon Police Chief Scott Bowen.

In the most recent incident 29-year old Derrick Lugg, a water department employee, was first arrested then fired Tuesday. He's accused of taking the meters and asking his roommate to sell it for scrap metal. Lugg allegedly pocketed about $450.

This is now the fourth time Lebanon Public Works Commissioner Jeff Baines is dealing with theft allegations concerning a city worker. Former city gas employees Henry Bennett, Ralph Sloan and Mark Caplenor are all accused of tampering with their at-home gas meters to lower their bills. City leaders say they admitted to the wrong-doing but the investigation is still open and no one has been arrested or charged.

" We've already audited all of our gas employees; we feel good about all those folks. Now we're in the process of auditing all city employees" said Baines.

The city is also looking to update its billing policies to flag accounts with unusual usage rates.
